For a stretch of 2023 and 2024, the most important immigration document in the Western Hemisphere was not a visa or a green card. It was a smartphone appointment. The CBP One app, expanded in January 2023, became the official gateway for migrants seeking to present themselves at southwest border ports of entry, scheduling roughly 1,450 appointments per day at its peak. By late 2024, close to a million people had entered through CBP One appointments. Then, on January 20, 2025, the incoming administration shut the scheduling function down in an afternoon, canceling pending appointments instantly. The app's rise and fall says everything about how American border policy was built in this era.
How CBP One worked
The concept was orderly queuing. Instead of crossing the river and surrendering to Border Patrol, a migrant in central or northern Mexico could:
- Register in the app and request an appointment at one of eight southwest ports of entry;
- Win a slot through a daily allocation that prioritized longer-waiting registrants, roughly 1,450 slots across ports;
- Appear at the port on the appointed date for inspection, screening, and, typically, release into removal proceedings, often with parole and the ability to seek work authorization.
Paired with the June 2024 asylum restrictions that penalized crossing between ports, the app became effectively the only sanctioned way to present a humanitarian claim at the southern border.
What it got right
Credit where due: channeling demand into scheduled, vetted, port-of-entry arrivals is genuinely better than chaotic riverbank surrenders. Appointments allowed advance biometric and background checks, reduced dangerous crossings in some sectors, cut smugglers out of the final step, and let officers plan their workload. The combination of consequences between ports and an orderly lane at ports coincided with the sharp late-2024 decline in illegal crossings.
What it got wrong
The critique was equally real. The app scheduled entry, but entry into what? Most CBP One entrants were released with court dates years away, so the program functioned less like asylum screening and more like a metered admission system Congress never created, roughly half a million people a year entering through a parole mechanism with no statutory cap or vote. Add the practical failures, glitchy software, language barriers, migrants stranded for months in dangerous Mexican border cities waiting for a lottery-like slot, and the extortion economy that grew around waiting migrants, and the app satisfied almost no one. Critics on the right called it a concierge service for inadmissible entrants; critics on the left called it a rationing of a legal right.
The abrupt end
On inauguration day 2025, the scheduling function was terminated and tens of thousands of existing appointments were canceled without processing. The app was later rebranded toward self-deportation reporting functions. For people who had waited months and followed every posted rule, the shutdown was a brutal lesson: a process created by executive discretion can be deleted by it, with no vested rights for those in line.
What this means for you
- Discretionary channels are not legal status. Build plans on statutory categories, family, employment, student, or properly filed protection claims, that no app update can erase.
- If you entered via CBP One, your court obligations are fully real; attend every hearing, meet every deadline, and pursue whatever substantive relief your facts support.
- Parole granted at entry is temporary and revocable; seek durable status early and keep every entry document.
- For future arrivals: there is currently no appointment lane; unlawful entry carries severe, lasting consequences. Consular pathways are the road that remains.
CBP One proved America can build orderly queues when it wants to, and that queues built on memos vanish the same way. The durable lesson is old-fashioned: real immigration law comes from Congress, and real security comes from applying it.
